Tom Gilmore
Tom Gilmore is a Principal at Madison Marquette ( https://madisonmarquette.com/ ) and co-leader of the firm’s Retail and Mixed-Use practice, focusing on the acquisition, repositioning, repurposing, and redevelopment of dated retail formats through a range of value-add strategies. Tom has over 30 years of experience in the planning, development, and operations of a variety of retail, main street, mixed-use, and retail-centric destinations in major markets across the U.S. Notable project experience includes Boston’s Faneuil Hall Marketplace, Santa Monica’s Third Street Promenade, Universal Citywalks in Los Angeles and Orlando, International Marketplace in Waikiki, Kukui’ula Village in Poipu, HI, University of Pennsylvania’s Walnut Street and 40th Street retail / mixed-use corridors, Asbury Park NJ Waterfront Redevelopment District and District Wharf in Washington, DC.
Tom initially joined Madison Marquette to form the Madison Consulting Group, providing strategic planning, advisory, and implementation services to a variety of clients, including the University of Pennsylvania, MIT, DMB Associates, A&B Properties, TIAA-CREF, JP Morgan, PGIM, Heitman, State of Florida Pension Fund, The Queen Emma Foundation, Kamehameha Schools and Samsung / Seoul. Prior to joining Madison Marquette, Tom was Senior Vice President at MCA Development Company, the commercial real estate division at Universal Studios that was responsible for the planning, development and asset management of master plan developments outside of the studios and theme parks. During his tenure at Universal, Tom was a key member of the planning and development team for Universal Citywalk Los Angeles, directly responsible for structuring the initial joint venture and lease agreements for the project. Tom began his career with the former Rouse Company of Columbia, MD., serving in a variety of capacities within the company’s operating group, including project experience with the re-imaging and re-merchandising of Faneuil Hall Marketplace and Santa Monica Place.
Tom is based in Madison Marquette’s Washington, D.C. headquarters, is a member of ICSC, ULI and the National Retail Federation, and resides in McLean, VA with his wife and two daughters. Tom recently joined the Board of the McLean Revitalization Corporation and currently serves as its President.
Kim Dorgan
Kimberly Olson Dorgan has been a resident of McLean since 1987. She chaired the task force to create a new Comprehensive Plan for McLean that was adopted by the Fairfax County Board of Supervisors in 2021 and has been a member of the MRC since 2016. She served as President of the MRC from 2021-2024.
Kim had a 40-year career as a senior executive at a financial services trade association in Washington, D.C., and a government relations consultant. She serves on the board of a bipartisan public policy think tank and as a member of the board of the Transamerica insurance company.
Jessica Wu
Jessica Wu is an active member of the McLean community and leads the Communications Committee for the McLean Revitalization Corporation. Jessica worked in Marketing and then as a Healthcare Revenue Cycle Consultant for several years before making the decision to become a stay-at-home mom with her 2 boys. After the height of the pandemic, Jessica became much more involved in the community such as Room Parent Managers for both of her kid’s schools, the President of the McLean Moms Club, and was on the McLean Central Playground Team that raised money to fund the local playground.
Jessica lives in McLean, Virginia with her husband, Jeff, two sons, Jackson and Jaden, and their family cat, Ivy. She hopes that her involvement with the community will not only allow her to develop friendships and professional relationships, but also be inspirational to other moms who haven’t yet become as involved in the community as they would like. “If it takes a village to raise our children successfully, then let’s build up and enhance that village as much as possible, giving the next generation the best opportunities available.”

Mike Monroe
Michael Monroe is an award winning banker with 15 years of financial services experience at Fortune 100 companies. He has lived and worked in McLean for over 10 years. He has a Masters Degree in Real Estate from Georgetown University and a Journalism degree from James Madison University. Mike is also a member of the Screen Actors Guild and served on the SAG-Aftra governing board. Mike has been appointed, elected, and volunteered for numerous leadership positions in a variety of public service and non-profit organizations in the Mid-Atlantic and California. Mike is a proud father of three daughters engaged in numerous sports and activities.
Peter Appel
Peter Appel is a transportation and infrastructure expert with over 30 years of private and public sector experience as an executive and management consultant driving value in transportation, infrastructure, and logistics-intensive organizations. He has supported transit agencies, trucking companies, railroads, airlines, infrastructure funds, private equity firms, and others to optimize operations and investments. He is Managing Director in the Arlington, VA firm of Logistics Capital and Strategy (LCS). Prior to joining LCS, Mr. Appel held senior positions at global management consulting firms AlixPartners and Kearney. Previously, he headed the US Department of Transportation’s Research and Innovative Technology Administration, where he led the development of a range of technologies to advance transportation safety and efficiency. Mr. Appel also serves on the Board and as Treasurer of Feonix Mobility Rising, a national non-profit organization focused on improving mobility options for underserved communities, and on the Board of the McLean Citizens Association. Mr. Appel has a Master of Science in Transportation and Aeronautics from the Massachusetts Institute of Technology, and a B.A. in Economics and Computer Science from Brandeis University. He lives in the Churchill area of McLean with his wife Barbara Zamora-Appel and two daughters, Carmen and Melanie.
Camille White Partain
Tom Jacobi Sr.
Tom Jacobi holds the position of Senior Vice President of Client Relations at Chain Bridge Bank, N.A. He specializes in cultivating and servicing relationships with both commercial and personal banking clients, as well as residential mortgage borrowers. Mr. Jacobi was a founding Director of Chain Bridge Bank, N.A. and its holding company, Chain Bridge Bancorp, Inc. Before entering banking, he founded and operated a photo and camera retail brand with stores in Washington D.C., Virginia, and Maryland.
Christofer Zumot
Christofer Zumot grew up in McLean, attending the Churchill, Cooper, Langley School Pyramid. He and his family have been involved in commercial real estate in McLean since1992 when they purchased their first building and now own and manage over a million square feet of commercial real estate mostly in the DMV region. He has been active in the McLean Community as a member of the McLean Planning Committee reviewing projects to improve the McLean downtown area and has also volunteered as a basketball coach for McLean Youth Basketball. As a side project, his family has started a nut roasting company called Family of Nuts which you can find at the McLean Farmer’s Market.
Elizabeth Bizic Cole
Elizabeth Bizic Cole has been with Merrill Lynch since 1995, where she has enjoyed a career of optimizing her clients’ investments in support of their financial and personal goals.
Elizabeth is a team leader who leverages the firm’s extraordinary research to identify investment opportunities tailored to each client’s specific objectives. Elizabeth guides investment decisions implemented by the Greene, Metcalfe, Cole, and Associates team. Many of her clients are long term, multi-generational relationships built on a foundation of exceptional performance and trust.
Elizabeth has lived all over the world, and earned a Bachelor’s degree from Virginia Tech in 1994, which she continues to support today. She serves on the board of the McLean Revitalization Corporation and continues to support The Kennedy Center, The Tower Project of the National Gallery of Art, The National Children’s Hospital, McLean Project for the Arts, and several other wonderful organizations. Through Merrill’s sponsorship of The Economic Club of Washington, DC, Elizabeth engages with Washington’s business leaders and officials.
Elizabeth enjoys traveling as well as spending time at home with her family in McLean, VA. They reside in the Broyhill-Langley Estates neighborhood of McLean.
Gayle Carter
Experienced booker, reporter, editor, writer and content strategist with over 30+ years of national experience. Industry veteran with deep contacts for talent booking — Hollywood, sports, publishing, business and politics, too. My Washington, D.C. journey began when I arrived at The George Washington University from Monmouth County N.J. After an internship at the Gannett Company during college, I graduated and began my career at Gannett’s USA WEEKEND Magazine, first in Arlington then in McLean when the company moved to the Tysons Corner area. Living in McLean since 1997 and an editorial consultant since 2002, I have worked for various media companies and nonprofits including AARP; Voice of America, Feature Story News and Aspire for Equality. My son is a graduate of McLean High School and my daughter is currently a junior there. Both attended Kent Gardens and Longfellow Middle School.
Marnette Myers
Bill Sudow
Bill Sudow is an experienced counsel and transactional attorney, having represented national and international clients in complex financial and real estate transactions.
Mr. Sudow serves as Chief Compliance Officer and Counsel for Madison Marquette, an integrated real estate investment and operating company focused on infill retail and mixed-use real estate in major markets of the United States. In his capacity as Chief Compliance Officer and Counsel, Bill advises Madison Marquette regarding investment advisor matters, risk management issues and overseas its investment and other transactional matters.
Bill is also the founding partner of Sudow Kohlhagen LLC, a boutique law firm specializing in commercial real estate and private equity transactions, including joint ventures, acquisitions and dispositions, complex development projects, leasing, secured and unsecured financings and private equity investments.
Prior to founding Sudow Kohlhagen LLP and joining Madison Marquette, Bill was a Partner of Sidley Austin LLP, a prominent international law firm, where he headed its Washington, D.C., real estate practice. Bill’s practice includes the representation of overseas investors, including European, Japanese and Korean companies and financial institutions, real estate companies, and financial intermediaries in joint ventures, real estate acquisitions and financings.
He is a member of the Board of Directors of the Metropolitan Washington Airports Authority, appointed by the Governor of Virginia. He served as Chairperson of the Board from July 2021 through December 2023, is the former Co-Chair of the Authority’s Risk Management Committee and currently Co-Chairs its Strategic Development Committee. Bill is a Trustee of the Federal City Council where he is a member of the Executive Committee and Co- Chair’s its Transportation Committee. He also served as a member of the Board of Directors and Chair of the Design and Architecture Committee of the National China Garden Foundation and is a Past President and current member of the Board of Directors of the McLean Revitalization Corporation.
Mr. Sudow is a member of the Washington, D.C. Chapter of the Cystic Fibrosis Foundation and served as Co-Chair of its annual Tennis Gala. Mr. Sudow has received various awards for his contributions to civic organizations.
Bill received his undergraduate degree from Yale University and a JD from the University of Pennsylvania Law School.
